ASEAN Centre for Energy (ACE) dibentuk pada tanggal 1 Januari 1999. ACE merupakan organisasi antar-pemerintah independen yang bernaung dalam ASEAN dan mewakili kepentingan tiap Negara Anggota ASEAN pada sektor energi.

  1. Executive Director (ED)

 

 

Qualification :

 

At least a post-graduate degree in energy management, energy technology, energy policy, climate change, sustainable development, or another relevant discipline.

Demonstrate strong leadership skills and management abilities, with at least 10 years of senior management experience in the energy sector (in government, semi-government and/or corporate organisations). Experienced in International organization (IO) is preferred.

Commitment to strengthen ASEAN energy cooperation and to facilitate ASEAN energy engagement with external stakeholders.

Strong analytical mind, a high political acumen and keen understanding of ASEAN and its stakeholders.

Excellent command of the English language, with good verbal and written skills.

Physically fit and willing to travel.

Citizen of an ASEAN Member State.

The age limit of the candidate is 57 years old.

  1. Deputy Executive Director (DED)

 

Qualifications :

 

At least a post-graduate degree in energy management, energy technology, energy policy, climate change, sustainable development, or another relevant discipline.

Demonstrate strong leadership skills and management abilities, with at least 5 years of senior management experience in the energy sector (in government, semi-government and/or corporate organisations). Experienced in International organization (IO) is preferred.

  1. Manager of ASEAN Plan of Action for Energy Cooperation (APAEC)

 

Qualifications :

 

At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.

At least seven (7) years of experience in the application of his/her basic educational fields to policy research and analytics or professional experience in policy planning and programme coordination; preferably with experience from a nationalgovernment agency responsible for energy policies or from an energy-related international or regional organization.

Experience in handling international projects/programme involving international organizations as well any related international activities

Ability to contribute insights in the form of strategic briefs, commentaries and publications.

Experience in technical coordination with a group of professionals or in the management position.

Experience in region/international project fund sourcing and implementation.

Highly knowledgeable on energy issues, global and regional energy trends and developments and has demonstrated capacity to manage, develop and implement research programmes.

Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality reports, articles, and presentation in a timely manner.

Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.

High-level technical skills and knowledge in area of responsibility andhave a sound understanding of trends in energy supply and demand.

Familiarity in the development of key performance indicators

  1. Program Manager of USAID Southeast Asia’s Smart Power Program (USAID SPP)

 

Qualifications :

 

A Master’s degree in engineering, energy management, energy economics and policy, or another appropriate specialist discipline. A Doctor’s degree is an advantage.

Preferably with a minimum of ten (10) years of excellent professional working experience with a minimum of five (5) years of extensive experience in project management.

Experience in project development, implementation, and monitoring and evaluation.

Having experience working on USAID-related projects is an advantage.

Highly knowledgeable on energy issues, global and regional energy trends and development.

Demonstrated ability to develop and maintain sound working relationships with stakeholders.

Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their professional/technical development needs.

Demonstrated ability to perform project management, such as project review and evaluation, identifying opportunities for project funding and preparing quality project reports and other documents; and be able to communicate such reports in meetings, seminars, workshops, etc.

Demonstrated ability to coordinate, facilitate, and implement multi-stakeholder projects or initiatives in the ASEAN Region.

Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

Ability to multi-task, work long and irregular hours, perform tasks outside of job scope, and willingness to travel on short notice.

  1. Manager of Fossil Fuels, Hydrocarbon and Minerals (FOM) Department

 

Qualifications :

 

At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.

At least seven (7) years’ experience in the application of his/her basic educational fields to policy research and analytics or professionals experience in policy planning and programme coordination; preferably with experience from a national’s government agency responsible for energy policies or from an energy-related international or regional organization. Experience on research or project management on fossil fuels, hydrocarbon or minerals is preferable.

At least (5) years’ experience in technical coordination of a group of professionals or in the management position.

Having experiences in fund raising for the project, including but not limited to the proposal development, submission and negotiation of the project agreement.

Highly knowledgeable on energy issues at national, regional and international level, preferably on sustainable and renewable energy and has demonstrated capacity to manage, develop and implement research programmes.

Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality report, articles and presentation in a timely manner.

Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.

  1. Manager of Sustainable and Renewable Energy (SRE) Department

 

Qualifications :

 

At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.

At least seven (7) years’ experience in the application of his/her basic educational fields to policy research and analytics or professionals experience in policy planning and programme coordination; preferably with experience from a national’s government agency responsible for energy policies or from an energy-related international or regional organization. Qualifications :

 

Minimum Bachelor’s degree in accounting commerce, Economics or Business Studies, Master’s degree is preferred

Preferably with 5 years of experience in procurement and Administration field. Experienced in International Organisation or International NGOs is mostly preferred.

Knowledgeable in Procurement System in International organisation and its implementation would be benefitted.

Knowledgeable on energy issues, global and regional energy trends and developments and has demonstrated skills to coordinate and implement projects and programmes.

Demonstrated ability to develop and maintain sound working relationships with stakeholders.

Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

Demonstrated commitment to collaborative work practices.

  1. Human Resources Officer – CA Department

 

Qualifications :

 

University level in human resources management, business or public administration, social sciences, education or related area is required. A master’s degree or equivalent would be preferred.

Experience in International Organisation, Non-Government Organisation or Humanitarian organization

5 years of progressively responsible experience in human resources management, including generalist and HR administration experiences (recruitment and selection, employee relations, compensation and benefits, training and development).

Experience in providing HR advice to managers and staff is desirable.

Solid experience of working with HR information systems/databases, including the production of statistics/reports is desirable.

Ability to negotiate with service providers i.e. medical insurance, training provider, pension fund, consultants, etc.

Effective trouble-shooting abilities

  1. Senior Energy Modeller – ASEAN Climate Change and Energy Project (ACCEPT)

 

Qualifications :

 

A master’s degree in engineering, energy management, energy policy and planning, economics, data analysis/statistician or another appropriate specialist discipline. A Doctor’s degree is an advantage.

Experience with LEAP/NEMO, MARKAL/TIMES, MESSAGE, and/or other energy modelling tools. Focus on carbon neutrality/net-zero modelling scenario is an advantage.

Knowledge of optimization techniques and algorithms such as linear programming, mixed-integer programming, and nonlinear programming. Experience in its application, using tools such as GAMS, Python, R, and MATLAB, is an advantage.

Experience with data analysis and visualization tools.

Familiarity with energy system modelling and quantitative analysis, including energy demand forecasting, energy supply planning, and energy policy analysis.

Strong analytical and problem-solving skills.

Knowledge of energy storage technologies, renewable energy systems, and energy efficiency measures.

Understanding of Southeast Asian energy markets, energy policies, and regulations.
